Monitoring Unit
Project
Rationale
The
Cebu IT Summit last March 2001 identified HR as a key area for
intervention if we are to establish a strong foundation in the
vision to transform Cebu into a major IT hub. CEDF-it cannot
even truly start to proactively intervene in this sector and thus
serve as a catalyst to responsive academe-industry-government-NGO
linkage sans the benefit of a comprehensive study on the
status--strengths and weaknesses, opportunities and threats (SWOT)
-- of Cebu's IT Human Resources.
Project
Objectives and Outputs
- To
provide CEDF-IT with detailed information about the current IT
Human Resource situation --a SWOT analysis of Cebu's HR pool --
to guide the formulation of relevant IT HR plans and programs:
- To
provide CEDF-IT and other stakeholders in the IT HR development
with a conceptual framework for undertaking initiatives for HR
development, in the broader context of the Cebu's IT industry;
- To
identify specific areas for HR development and recommend
specific programs that will address these areas; and,
- To
provide a framework and process for monitoring the status of HR
for ICT in Cebu, including a system for the continued collection
of relevant and up-to-date statistics that will guide CEDF-IT in
the formulation of continuity programs.
Project
Benefits and Beneficiaries
This
project shall be of immense benefit to the entire IT industry
of Cebu. In a knowledge-based global economy, information
enables the beholder to map out a future with a knowledge-driven
focus. The starting point of any wise and sensible
planning for educational development programs is awareness of where
one is; where one should or ought to proceed; and, how to best go to
the pre-determined destination. On the one hand, the project
will empower the academe to "design and develop" an
industry-oriented curriculum and train more up-to-date
instructors. On the other hand, the industry will be better
apprised of the source, number and kind" of graduates,
self-trained IT practitioners, or professionals available in the
"job market". Indeed the quality and quantity of IT
workforce will improve as consequence of plans and programs that
have a "better fit" to the needs of industry and the
existing capabilities of the academe.

Project
Implementation Scheme and Detailed Mechanics
To
achieve the abovementioned objectives, CEDF-IT shall tap a team of
experienced researchers to conduct a study of the HR conditions in
Cebu in the context of its developing IT industry. Spearheaded
by a Lead Research Consultant, the research team consisting of four
(4) Research Assistants (RA's) shall define and implement a
methodology for the study, considering existing literature,
workshops, focus groups, new survey work, and interviews of key
informants. The team shall likewise undertake data gathering
and analysis, guided by the methodology. Finally, the results
of the research shall be validated through a workshop with key
stakeholders.
Simultaneous
with the conduct of the research for the initial set of outputs, the
team shall also work on the setting-up of the CEDF-IT HR Monitoring
Unit. They shall specify the unit's mandate, manpower
complement, job descriptions, administrative and other operational
requirements, proposed budget, etc.
It is
important to note, however, that the "task" of setting-up
of the HR Monitoring Unit does not include the actual running
of the unit.
